The Park and
Recreation Commission have indicated that a comprehensive and citywide trail system is a high priority.

The current plan calls for widened shoulders along county roads instead of detached trails. From both a
safety and recreation perspective, detached trails are very desirable. The county has demonstrated a
willingness to cooperate with the city in including detached trails in county road projects.

Staff believes that Park Dedication fees, at their current levels, will be insufficient to fund a citywide trail
system. Potential funding mechanisms for trails are:

. Increase in park dedication fees
. Parks and Trails Referendum
. Grant opportunities
. Stipulating trail construction as part of the PUD process.

A combination of these four strategies will likely be needed to fund a flXst class, comprehensive trail
system.

Financial Impact

A preliminary estimate indicates trail construction costs of $4 million, in 2006 dollars.

Attachments
Parks and Trail Map

Action Requested
Provide the Park Commission and staff with direction towards developing and refining funding strategies
i.e. fee increases, referendum, PUD process.

C: \Documents and Settings \ tallard\Local Settings \ Temporary Internet Files \ OLKF\ 6 2 Trail Financing.doc
