<br />Meeting of the Parks and Recreation <br />Commission <br />Held at the Elk River City Hall <br />Wednesday, June 11, 2025 <br /> <br /> <br />Members Present: Chair Dave Anderson, Commissioners Mike Niziolek, Joy Goodwin, Greg Loidolt, <br />Hal Stewart, Jill Varty, Melissa Fermoyle <br /> <br />Members Absent: None <br /> <br />Staff Present: Assistant City Administrator/Business Services Director Joe Stremcha, Parks and <br />Recreation Manager Jeff Shelby, and Senior Administrative Assistant Dawn Larson <br /> <br />1. CALL MEETING TO ORDER <br /> Pursuant to due call and notice thereof, the meeting was called to order at 06:30 PM. <br />2. PLEDGE OF ALLEGIANCE <br /> The Pledge of Allegiance was recited. <br />3. CONSIDER AGENDA <br /> Moved by Commissioner Fermoyle and seconded by Commissioner Varty to approve the June 11, <br />2025, agenda with the changes of moving 6.4 to the first action item and 10.2 to the first work session <br />item. Motion carried 7-0. <br />4. CONSIDER MINUTES <br /> <br /> 4.1 05-14-2025 Parks and Recreation Commission Minutes <br /> Moved by Commissioner Stewart and seconded by Commissioner Goodwin to approve May 14, 2025, <br />Parks and Recreation Commission Minutes. Motion carried 7-0. <br />5. OPEN FORUM <br /> <br />6. ACTION ITEMS <br /> <br /> 6.1 Elk River Trails Master Plan - Name Change <br /> Mr. Shelby presented his report. Commissioner Goodwin shared that the name change is great and <br />better reflects what they are aiming to do. Commissioner Stewart disagreed and said that he likes the <br />idea of standardization, but the trail plan is based on fixed infrastructure with streets, etc. With the <br />athletic facilities plan, they own the property, but they don’t know what it will look like down the road, <br />so they need the flexibility to change things. <br /> <br />Commissioner Varty agreed with Commissioner Stewart. Commissioner Goodwin explained they are <br />changing the name to be more fluid and flexible. She said she understands they are trying to change the <br />name to match the amount of flexibility they have with the plan. Commissioner Fermoyle said she is <br />okay with changing the name. Chair Anderson said that there is always flexibility, no matter what it is <br />called. <br />
