The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />4.17 <br /> <br />Meeting Date <br />June 16, 2025 <br />Prepared By <br />Lauren Wipper, Human Resources Manager <br /> <br />Item Description <br />Hire Cannabis Store Manager <br />Reviewed by <br />Joe Stremcha <br />Cal Portner <br />Tina Allard <br /> <br />Action Requested <br />Approve, by motion, the hiring of Jacqara Jackson to the position of Cannabis Store Manager effective July 7, <br />2025. <br /> <br /> <br />Background/Discussion <br />We went to market in late February to fill our new Cannabis Store Manager position. We received 175 <br />applications for the position and interviewed 11 candidates. Following second interviews, a background check, <br />and leadership assessment, we recommend Jacqara Jackson for this position. <br /> <br />Ms. Jackson holds an Associate's degree in Science for Health Professions and a Bachelor's degree in <br />Environmental and Earth Science. She has worked for the Detroit Parks and Recreation Department as both a <br />program manager and outdoor educator. She is a co-founder and property manager at Copperhouse Detroit, <br />which is a cannabis-themed, short-term rental property. She is also the operations manager at Sozo <br />Companies, overseeing the cultivation and processing of cannabis. Ms. Jackson is excited to find this position <br />and join her spouse, who has been working in the upstart of the cannabis industry in Minnesota. <br /> <br />Ms. Jackson will start at step A of pay grade 7E.
