Ferche, Inc. <br /> <br /> <br /> <br />Background/Discussion <br />The Meadowwoods Village Homeowners Association (HOA) requested connecting their subdivision to the <br />city's sanitary sewer system due to aging and failures within their communal private drain field. Consistent <br />with the connection agreement signed by the HOA and approved by the Council on December 16, 2024, we <br />have proceeded with plan preparation and bidding for the work. Actions with this approval will award the <br />contract and formally commit the private property assessments to the 39 properties. <br /> <br />The project was recently publicly bid and we received five total bids. The lowest responsible bidder was J.R. <br />Ferche, Inc. at $858,995.00. <br /> <br />Based on the original petition and waiver amount being rolled into the final assessment, along with all incurred <br />costs, the total assessment per parcel is $39,366.31. The attached petition, waiver and agreement form <br />(unsigned version attached) will have been signed by all owners before the Monday City Council action. <br /> <br />Once approved, construction is expected to begin by July and finish before June 2026. Assessments will be <br />certified to the County Assessor by the end of 2026 for payment starting in 2027. <br /> <br />Financial Impact <br />All project costs will be rolled into the assessments and paid off by the benefiting property owners per the <br />approved resolution. <br /> <br />Mission/Policy/Goal <br />Support the growth and development of the community. <br /> <br />Attachments <br />Page 68 of 637
