State statute requires that the Commission
shall then summarize its conclusions from the evaluation at the next public meeting.

DISCUSSION:
Summary from Chair Dietz:

• Commissioners present: John Dietz, Mary Stewart, Matt Westgaard, and Nick Zerwas
• Also present: ERMU General Manager Mark Hanson

The Commission conducted an annual performance review of General Manager Mark Hanson
on May 13, 2025. The Commission, the ERMU managers and the City Administrator answered a
series of questions, rating Mark from 1-3 (with 3 being the highest score) in several categories.
There was also the option of adding comments in each section along with a general section for
comments at the end of the document.

Mark met or exceeded expectations in every category. He rated highly in his ability to work with
the ERMU staff and for his aggressive approach to learning more about the electric side of the
business. Mark has worked hard on improving his knowledge of the electric side of the business,
attending many classes on the topic and working closely with Operations Director Tom Geiser.
He is now very comfortable assisting in making decisions concerning electrical issues.

Mark got very high marks on his communication skills and his ability to listen to his employees.
He was cautioned about being perceived as an agent of the employees during wage and benefit
discussions. He stated that he tries to present all sides of an issue for the Commission to make
its decision.

44
