The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br />[ITEM_HEAD] <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />10.1 <br /> <br />Meeting Date <br />April 21, 2025 <br />Prepared By <br />Joe Stremcha, Business Services Director/Assistant <br />City Administrator <br /> <br />Item Description <br />Multipurpose Facility Advisory Commission <br />Ordinance Amendments <br />Reviewed by <br />Katie Harstad <br />Cal Portner <br />Tina Allard <br /> <br />Action Requested <br />Discuss ordinance amendments as recommended by the MFAC. <br /> <br /> <br />Background/Discussion <br />The MFAC discussed the ordinance during their regular meeting on April 7, 2025, following the City Council <br />Joint Session. <br /> <br />Motion by Vice Chair Kotzian and seconded by Commissioner Hecker to recommend the following changes <br />to the Council: <br />▪ Change the name of the commission to the Community Event Center Commission, thereby changing <br />any instances in the ordinance referencing the Multipurpose Facility Advisory Commission. <br />▪ Remove the verbal annual report from “powers and duties.” <br />▪ Remove “The commission shall meet at least three times each year, meeting requirement. <br />▪ Revise membership to consist of five voting members: <br />o One member of the Senior Activity Center <br />o One sitting member of the City Council <br />o Three at-large members modeled after the parks and recreation structure, with members <br />appointed by the city council. It is expected that a preference be given to city residents, but <br />residency by itself shall not be disqualified. <br />Motion carries 5-0. <br /> <br />The commissioner’s primary concern is to seek clarity from the city attorney if they can vote on facility rates <br />if user groups representation is removed, and they have better-defined conflicts of interest for any of the at- <br />large members. <br /> <br />Page 160 of 197
