Ch. 331A requires the city to designate an official newspaper to publish certain notices each year. <br />This includes public hearings, advertisements for bids, and the adoption of ordinances. To be qualified as an <br />official legal newspaper, the paper must meet certain requirements. Under the state criteria, the Star News is <br />the only viable option. <br /> <br />In addition, MN Stat. Ch. 331A.12 allows the designation of a city's website as the official notice venue for <br />transportation projects. Publication on the website may be used in place of any other required form of <br />publication. To comply with state law, the city must publish any future advertisement for bids on the city site. <br />All notices under this section must be posted in substantially the same format and for the same period as <br />required for publication in an official newspaper and ensure a permanent record of publication is maintained <br />in a form accessible to the public.
