<br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />Worksession March 13,2006 <br />Item Description <br />2005 NPDES Permit U date/Annual Meetin <br /> <br />Item Number <br />5.4. <br /> <br />Prepared by <br />Rebecca Hau , Environmental Administrator <br />Reviewed by <br /> <br />Introduction <br />The City of Elk River was required by the Minnesota Pollution Control Agency to apply for the National <br />Pollutant Discharge Elimination System General Storm Water Permit in 2003. The permit requires the <br />city to develop and implement Best Management Practices and achieve measurable goals to satisfy six <br />minimum control measures. The six goals are Public Education and Outreach; Public <br />Participation/Involvement; Illicit Discharge Detection and Elimination; Construction Site Runoff <br />Control; and Pollution Prevention/ Good Housekeeping. <br /> <br />Discussion <br />In 2005, the City of Elk River was able to meet goals in each of the six measures. The following are some <br />examples: <br />. Web site link to storm water related information <br />. Continuance of licensing lawn care professionals <br />. Inspections of plats to ensure proper erosion control measures are being taken <br />. Inspections of storm drains (20% required each year) <br />. Issuance of Stop Work Orders by Building Inspectors if erosion control measures are not being <br />maintained at building sites <br />. Development of SWPPP Template and Checklist <br />. Commercial site erosion control inspections by Engineering Department <br />. Road Salt Shed construction at the Street Department <br />.
