<br />Meeting of the Planning Commission <br />Held at the Elk River City Hall <br />Tuesday, August 27, 2024 <br /> <br /> <br />Members Present: Acting Chair Eric Johnson, Commissioners Dennis Booth, Anthony Kaba, James <br />Zahler, Robert Rydberg, and Tony Mauren <br /> <br />Members Absent: Chair Perry Beise <br /> <br />Staff Present: Community Development Director Zack Carlton, Senior Planner Chris <br />Leeseberg, and Sr. Administrative Assistant/Recording Secretary Jennifer Green <br /> <br />1. CALL MEETING TO ORDER <br /> Pursuant to due call and notice thereof, the meeting was called to order at 6:30 p.m. <br /> <br />2. PLEDGE OF ALLEGIANCE <br /> The Pledge of Allegiance was recited. <br /> <br />3. CONSIDER AGENDA <br /> Moved by Commissioner Booth and seconded by Commissioner Rydberg to approve the <br />agenda. Motion carried 6-0. <br /> <br />4. CONSIDER MINUTES <br /> Moved by Commissioner Rydberg and seconded by Commissioner Booth to approve the <br />following consent item as outlined in its respective staff report. Motion carried 6-0. <br /> 4.1 Draft Planning Commission Minutes - July 23, 2024 <br /> <br />5. PUBLIC HEARINGS <br /> <br /> 5.1 Conditional Use Permit: Senior Housing/Memory Care Facility, PID 75-00729-0010 - DigniSuites <br /> Mr. Leeseberg presented the staff report. He distributed an updated site plan from the applicant <br />received today, which shows a through-street from the north to the south, and eliminates the shared <br />access in this location. The applicant is also proposing to add a landscape berm to mitigate headlights <br />shining onto the units at Pullman Place. These site plan changes eliminate the need for Condition 1 and <br />Mr. Leeseberg requested the removal of Condition 1. Mr. Leeseberg stated they will also be reviewing <br />the proposed parking as they have noticed some parking concerns with Beehive Homes, a similar use <br />site. <br /> <br />Acting Chair Johnson asked that removing Condition 1 meant those concerns had been addressed by <br />the applicant. <br /> <br />Mr. Leeseberg stated that was correct.
