<br />. <br /> <br />. <br /> <br />. <br /> <br />MEETING OF THE ELK RIVER RECREATION BOARD <br />HELD AT THE ELK RIVER CITY HALL <br />ON APRIL 28, 1987 <br /> <br />Members Present: Rolfe Anderson, Vice Chair; Darrell Mack, Treasurer; Byron <br />Houghtelin; Todd Mixer; Marilyn VanPatten and Joan Geroy. <br />Chairman O'Brien arrived at 8:00 p.m. <br /> <br />Members Absent: None <br /> <br />Staff Present: <br /> <br />Gunkel, <br /> <br />and <br /> <br />City <br /> <br />Mayor Estelle <br />Administrator <br /> <br />Pat <br /> <br />Klaers, <br /> <br />1. <br /> <br />PARK DEDICATION FEES...The City Administrator updated the Rec Board on <br />Staff discussions that have been held regarding increasing the park <br />dedication fees. It was noted that the Building and Zoning Administrator <br />and the City Attorney both felt that the park dedication fee amount should <br />be very close to the ten percent of raw land value; the guideline that <br />has been used in the past. Both the Attorney and Building and Zoning <br />Administrator felt that a flat increase to $200 per unit from the $100 per <br />unit would be acceptable as long as the fees were obtained under the <br />existing system. <br /> <br />MOTION BY DARRYL MACK SECONDED BY BYRON HOUGHTELIN TO RESCIND THE MOTION <br />MADE AND APPROVED REGARDING PARK DEDICATION FEES AT THE 4/14/87 MEETING <br />AND TO RECOMMEND TO THE CITY COUNCIL AN INCREASE IN THE PARK DEDICATION <br />FEES FROM $100 PER DWELLING UNIT TO $200 PER DWELLING UNIT AND THAT THE <br />FEES BE COLLECTED UNDER THE SAME GUIDELINES AND SYSTEM AS PREVIOUSLY USED. <br />MOTION PASSED 6-0. <br /> <br />2. <br /> <br />PROPOSED WILDERNESS PARK...The Mayor, Estelle Gunkel, updated the <br />Recreation Board on efforts that have been made by the City Council to <br />obtain an approximately 163 acre wilderness park directly north of the Elk <br />River Country Club. Extensive discussion was held by the Rec Board <br />regarding the impact of such a purchase on continued improvements in <br />existing parks. The consensus on the Recreation Board was that a <br />wilderness park was needed in Elk River, but that such a park should not <br />be purchased at the expense of other improvements in the existing <br />park system. There was concern on the Recreation Board regarding whether <br />the entire 163 acre parcel would be needed as a wilderness park; over <br />the amount of funds available for the purchase of such park; and if City <br />staff was sufficient to maintain and make improvements in the Wilderness <br />Park. <br /> <br />MOTION BY BYRON HOUGHTELIN, SECONDED BY DARRELL MACK TO RECOMMEND TO THE <br />CITY COUNCIL THE CONTINUED PURCHASE OF PARK LAND WITH EMPAHSIS ON THE <br />PROPOSED WILDERNESS PARK, BUT THAT PART OF EXISTING AND FUTURE FUNDS <br />SHOULD BE RESERVED IN ORDER TO UPGRADE THE PARKS THAT ARE CURRENTLY OWNED <br />BY THE CITY. MOTION PASSED 7-0. <br />
