<br />. <br /> <br />.. <br /> <br />. <br /> <br />MEETING OF THE ELK RIVER RECREATION BOARD <br />HELD AT ELK RIVER CITY HALL <br />APRIL 14, 1987 <br /> <br />Members Present: <br /> <br />Mike O'Brien, Chairman; Rolfe Anderson, Vice Chair; <br />Darrell Mack, Treasurer; Byron Houghte1in; Todd Mixer; <br />Marilyn VanPatten; and Joan Geroy <br /> <br />Members Absent: <br /> <br />None <br /> <br />City Staff Present: Phil Ha1s, Street Superintendent; and Pat K1aers, <br />City Administrator <br /> <br />1. PROPOSED WILDERNESS PARK...the City Administrator provided some background <br />information on the Wilderness Park, located north of the Elk River Country <br />Club that is being considered by the City Council. Maps showing the <br />location of this park were reviewed. The total dollar amount being <br />considered for the purchase of his 163 acre park was also discussed and <br />the affect on other capital improvements in existing parks. <br /> <br />2. RAILROAD TRACK TRAIL SYSTEM...Street Superintendent, Phil Ha1s, discussed <br />the efforts that he has made, at the direction of the City Council to <br />obtain the abandoned railroad tracks for use as a trail system in Elk <br />River. It was noted that these tracks abut the Wilderness Park property <br />that is under consideration. <br /> <br />3. 1987 IMPROVEMENT PLANS...Phi1 Ha1s presented some proposed expenditures <br />for City parks in 1987. Again, the Rec Board discussed the merits of <br />these expenditures versus the purchase of the Wilderness Park. <br /> <br />4. PARK DEDICATION FEES...The $100 per dwelling unit park dedication fee in <br />lieu of ten percent of the raw land value was discussed by the Board. The <br />need for additional park revenue was discussed and the Administrator <br />informed the Board that park dedication fees was one of the main financing <br />tools for park improvements. <br /> <br />MOTION BY DARRELL MACK, SECONDED BY BYRON HOUGHTELIN TO RECOMMEND TO THE <br />CITY COUNCIL THAT THE PARK DEDICATION FEES BE INCREASED FROM $100 TO $250 <br />PER LOT OR DWELLING UNIT ON PLATS OF EIGHT LOTS OR MORE AND ON APARTMENT <br />BUILDINGS UP TO EIGHT UNITS OR MORE. THIS AMOUNT IS TO INCREASE BY $25.00 <br />PER YEAR AND IS TO BE REVIEWED WITHIN FIVE YEARS. THIS RECOMMENDATION IS <br />CONTINGENT ON STAFF RESEARCH IN ORDER TO DETERMINE IF THIS DOLLAR AMOUNT <br />IS COMPARABLE TO SIMILAR COMMUNITIES. MOTION PASSED 7-0. <br /> <br />It was the consensus of the Rec Board that this recommendation will be <br />reviewed at the 4/28/87 Rec Board meeting prior to being presented to the <br />City Council. The Rec Board desired additional staff input prior to this <br />recommendation being forwarded to the Council. <br />
