Members
present were Darrel Mark, Rolfe Anderson and Stuart Lorenz.

Previous meeting's minutes were read and approved.

Treasurer's Report was read and approved.

Old Business:

a. The Ad Hoc Advisory Committee was discussed. After
some discussion, it was decided not to support or
reject any of the report applicable to the Board.
The Board feels that any action is now up to the
Council, but that the Board will respond to any
questions the council might have.

b. As a result of the May 11, 1982 meeting regarding
open swimming, the Board drafted and approved a
resolution (attached) recommending that the Council
support the open swimming program or that the Council
reconsider its decision not to maintain the Lake
Orono beach. The resolution was passed unanimously.
The Board is concerned that many Elk River residents
are forced to seek summer water activities in other
communities. This practice detracts from the local
merchants and does not develop a strong community
identity.

c. An item which was discussed at previous Board meetings
was a contract with Community Education for administering
a recreation program for Elk River. After some dis-
cussion, the attached resolution was unanimously approved.
It is the Boards position that Elk River needs to
utilize Community Education or hire a recreation
director.

V. New Business:

a. A motion was made and seconded to pay $4,938.20 to
Community Education for the 1981-1982 Handke skating
rink. Motion carried.

b. A motion was made and seconded to pay $850.00 to Community
Education for three summer programs. Motion carried.

c .
