<br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />En ineerin March 6, 2006 <br />Item Description <br />Hi hland Avenue Reconstruction 1m rovement <br /> <br />Item Number <br />6.2. <br /> <br />Prepared by <br />Ter Maurer, Ci <br />Reviewed by <br /> <br /> <br />Introduction <br />The City Council previously ordered a feasibility study for the reconstruction of Highland Road from <br />Proctor Avenue to Jackson Road. That feasibility study is now complete. <br /> <br />Discussion <br />The next step in proceeding with this project would be to accept the feasibility study and order a public <br />hearing. The attached resolution orders the public hearing to be held on April 3, 2006. If this project <br />proceeds to construction, a funding source that could be utilized for the City's share of the street <br />construction would be Municipal State Aid fInancing; however, one of the curves does not meet the <br />Municipal State Aid design standards; therefore, a variance would need to be requested. Also attached is a <br />resolution that requests a variance from the MnDOT design standards for the horizontal curve on the <br />east end of the road. <br /> <br />Financial Impact <br />As with other street reconstructions in recent years, the City will have a signifIcant contribution to the <br />cost of the street and storm sewer. Because of the large lots in this area, approximately % of the cost will <br />be funded by the City. The feasibility study also recommends the installation of sanitary sewer under the <br />roadway, which is proposed to be funded by the City Sewer fund. The Elk River Municipal Utilities will <br />have a small contribution to modifIcations to the existing water system under Highland Road. <br /> <br />Attachments <br /> <br />.
