Special Meeting of the Elk River <br />Economic Development Authority <br />Together Elk River Subcommittee <br />Held at the Elk River City Hall <br />Tuesday, February 21, 2023 <br />Members Present: Jennifer Wagner, Charlie Blesener, and Debbi Rydberg <br />Members Absent: None <br />Staff Present: Economic Development Director Brent O'Neil, Economic <br />Development Specialist Joshua Mollan, Senior Communications <br />Coordinator Starr Sorheim <br />Others Present: None <br />I . Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Economic <br />Development Authority Together Elk River Sub -Committee was called to order at <br />4:33 pm by Jennifer Wagner. <br />2. Consider Agenda <br />Moved by Charlie and seconded by Debbi to approve the agenda. Motion <br />carried 3-0. <br />3. Consent Agenda <br />Moved by Debbi and seconded by Charlie to approve the January 17, 2023 <br />Meeting Minutes. Motion carried 3-0. <br />4.1 Committee Structure <br />Brent opened the floor for feedback on the structure of the committee. The group <br />discussed the opportunity for the subcommittee to evolve into an ad hoc committee. <br />All members received this suggestion positively. <br />Brent reviewed a potential three tier committee system: a delegated authority <br />committee subject to standard committee bylaws, a subcommittee with some <br />members representing the commissioning body, and a hybrid committee with bylaws <br />that could be flexible to preference. <br />Brent suggested increasing the number of members of the subcommittee. All <br />members suggested 5 non -staff members would be ideal for this subcommittee. <br />
