The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community
engagement that encourages and inspires prosperity

Request for Action

To
City Council
Item Number
4.12

Meeting Date
July 15, 2024
Prepared By
Mark Dickinson, Fire Chief

Item Description
Fire Department Engine 2 Replacement Agreement
24-20
Reviewed by
Mark Dickinson
Cal Portner
Tina Allard

Action Requested
Approve, by motion, Agreement 24-20 for the purchase of a Fire Engine with MacQueen Equipment, LLC for
$1,225,000.

Background/Discussion
During the Council retreat, the department presented the need to purchase a new fire engine to replace
Engine 2, which is scheduled for replacement in 2025. The buildout for fire apparatus is 45–48 months, and
we could save significant dollars if an agreement is signed this year. This replacement is listed in the fleet
schedule and Capital Improvement Plan. Our discussions were to have this apparatus paid for with a bond
together with our previously purchased Aerial and the construction of a new Fire Station #1.

The department worked with MacQueen Equipment to create the specifications for the Pierce apparatus. We
have a long working relationship with MacQueen and Pierce. These agencies have always produced high
quality products with outstanding customer service. They are members of the Houston-Galveston Area
Council (HGAC), a cooperative that provides a guaranteed best price for cities to make purchases. We have
been a member of HGAC for several years and are provided the lowest cost possible.

Financial Impact
The total purchase price is $1,225,000. Additional discounts can be achieved by prepayment of 100%. The
total discount would be $150,160. Otherwise, net sale price is due at the time the vehicle is released at the
manufacturing plant. The attached proposal and purchase agreement are valid through July 31, 2024. Pierce
will implement a 1.75% price increase on August 2, 2024.

Mission/Policy/Goal
This purchase meets the city's mission of keeping the community safe.

Attachments
1. 1051 Proposal Letter 06282024
2. 1051 Purchase agreement 06282024
