SHERBURNE COUNTY MUNICIPAL RECYCLING BOARD OF DIRECTOR'S <br />DECEMBER 2, 2024 MEETING MINUTES <br />The meeting of the Sherburne County Municipal Recycling Board of Director's meeting was <br />called to order at 4:30 RM, The following were present: John Dietz, Elk River Mayor; Paul Ifnier, <br />Big Lake Mayor; Nick Stay, Zimmerman Mayor; Tracy Bertram, Becker Mayor; Cal Portner, Elk <br />River City Administrator; Hanna Klimmek, Big Lake City Administrator; Randy Plasecki, <br />Zimmerman City Administrator; and Greg Lerud, Becker City Administrator. <br />Motion by Bertram, second by Stay to approve the minutes of the October 23 Board meeting, <br />all voted in favor. <br />Bertram offered Resolution 24-02 and moved for its adoption, second by Knier: <br />RESOLUTION 24-02 <br />A RESOLUTION DISSOLVING THE SHERBURNE COUNTY MUNICIPAL RECYCLING BOARD JOINT <br />POWERS AGREEMENT AND TERMINATION OF THE OPERATIONS <br />WHEREAS, in 1999 the cities of Becker, Big Lake, Elk River and Zimmerman entered into a <br />Joint Powers Agreement (JPA) establishing the "Sherburne County Municipal <br />Recycling Board" (Board); and, <br />WHEREAS, the purpose of the Agreement was to establish a Board of Directors to direct and <br />control the acquisition and use of shared municipal equipment and tools; and, <br />WHEREAS, the JPA provided a process to Terminate the Agreement; and, <br />WHERAS, the Board met on October 23, 2024 and adopted Resolution 21-01, <br />recommending the member cities city councils meet to approve dissolution of <br />the Board and JPA; and, <br />WHEREAS the member cities city councils all met within the required 60 days and approved <br />dissolution, as shown in the attached exhibit; <br />NOW, THEREFORE BE IT RESOLVED, pursuant to the provisions of the JPA, the Board of Directors <br />of the Sherburne County Municipal Recycling Board finds that the purposes and <br />needs for entering into the JPA and establishing the Board no longer exist, and <br />that the Board and JPA are hereby dissolved and terminated, except for the <br />following activities; <br />
