The long term vision for this corridor, as laid out
in the TH 10 Access Study, is for two future interchanges. Until funding makes that vision a reality, interim at-
grade intersections are needed to support existing and proposed uses.

The current development proposed by Capstone Homes includes adding a full signalized intersection at 165th
Avenue. MnDOT is not supportive of that style of intersection and has returned comments supporting J-turn
style intersections. That style of intersection, when discussed during the TH 10 Access Study, did not carry
community or council support.

Figures detailing the proposed interim access options at 165th Avenue are attached. We have requested
MnDOT to have staff in attendance to detail the considerations around their proposal.

Financial Impact
N/A

Mission/Policy/Goal
Responsibly grow

Attachments
1.
