City of <br />Elk - <br />River <br />To <br />City Council <br />Meeting Date <br />June 17, 2024 <br />Item Description <br />Select Consultant for the 2024 Downtown Small <br />Area Plan <br />Request for Action <br />Item Number <br />4.13 <br />Prepared By <br />Zack Carlton, Community Development Director <br />Reviewed by <br />Zack Carlton <br />Cal Portner <br />Tina Allard <br />Action Requested <br />Approve, by motion, the selection of Bolton and Menk to prepare the 2024 Downtown Small Area Plan. <br />Background/Discussion <br />The 2024 CIP includes funding for a renewed vision of the downtown area in the form of a small area plan. <br />This plan will respond to the current market conditions, community vision, and changing traffic patterns <br />resulting from the updates to Highway 169. Submitted proposals were also evaluated for their community <br />outreach and public participation processes. <br />The city received four qualified proposals ranging in cost from $94,805 to $99,500 all at or below the <br />$100,000 budgeted. <br />Four staff members reviewed the proposals and unanimously selected Bolton and Menk as the first choice due <br />to their clear deliverables, focus on public input, timeline and experience. The proposal is detailed and <br />outlines their process throughout the project. Bolton and Menk proposed a not to exceed cost of $99,400 <br />and staff believes their proposal closely aligns with the city's goals. <br />Staff will work with the consultant to establish a steering committee to provide guidance on plan goals, <br />composition, and recommendations.
