The proposed action will <br />not result in a net increase in the number of parcels but requires city approval of two separate applications. <br />The first step of the line adjustment requires administrative approval of a platted exception which splits off a <br />small portion of the metes and bounds parcel, which was made possible by a recent ordinance update. The <br />second step requires council approval of a plat combining the new metes and bounds parcel with the existing <br />platted lot in the first addition of Boundary Elk River Addition. Approval of the plat requires the exception to <br />be recorded at the same time as the plat to prevent the creation of a non-standard lot. <br />Applicable Regulations <br />Section 30-375 outlines the findings required for approval of the plat. <br />(1) The proposed subdivision is consistent with the zoning regulations (article A of this chapter) and <br />conforms in all respects with all requirements of this Code, including the zoning regulations and this article. <br />(2) The proposed subdivision is consistent with all applicable general and specialized city, county, and <br />regional plans, including, but not limited to, the city's comprehensive development plan. <br />(3) The physical characteristics of the site, including but not limited to topography, soils, vegetation, <br />susceptibility to erosion and siltation, susceptibility to flooding, and drainage are suitable for the type and <br />density of development and uses contemplated. <br />(4) The proposed subdivision makes adequate provision for water supply, storm drainage, sewage <br />transportation, erosion control and all other services, facilities and improvements otherwise required in this <br />article. <br />(5) The proposed subdivision will not cause substantial environmental damage. <br />(6) The proposed subdivision will not conflict with easements of record or with easements established by <br />judgment of a court. <br />The Elk River Vision <br />A avelcoming community zvitb revolutionary and spirited resourcefulness, exceptional service, and community p p W E R E U A Y <br />engagement that encourages and inspires prosperity <br />372 <br />
