The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />11.2 <br /> <br />Meeting Date <br />May 6, 2024 <br />Prepared By <br />Ryan Sandhoefner, Engineering Project Manager <br /> <br />Item Description <br />Waco Street Signal Flashing Yellow Conversion <br />Reviewed by: <br />Justin Femrite <br />Cal Portner <br />Tina Allard <br /> <br />Action Requested <br />Discuss the Waco Street signal system functionality and future improvement planning. <br /> <br />Background/Discussion <br />There have been concerns about the functionality of the Waco Street signal system which it connects to <br />Trunk Highway 10, leading to the discussion of retrofitting flashing yellow left-turn arrows. As such, it has <br />been included in the current Capital Improvement Plan. As we have worked toward project implementation, <br />MnDOT has recently made us aware that they plan to replace the entire signal system at this intersection in <br />2029 as part of a resurfacing project. It is expected the city will incur 50% of this cost (estimated to be <br />$200,000) to cover the two city-owned legs of the system as part of that 2029 project. Due to the <br />replacement schedule MnDOT has planned, they are declining to participate in a yellow flashing conversion at <br />this time. <br /> <br />Retrofitting of flashing yellow arrows now instead of waiting would cost approximately $110,000 plus <br />engineering and administration. Of this, $56,000 could be reused as part of the 2029 replacement. This means <br />the remaining $54,000 plus engineering and administrative costs would be essentially covering roughly four <br />years of service for the flashing yellow retrofit and be 100% payable by Elk River. This project design and <br />management would also fall to the city, so, likely, it couldn't be installed until 2025 as we would need to solicit <br />a request for proposals before initiating a design. <br /> <br />Financial Impact <br />N/A <br /> <br />Mission/Policy/Goal <br />Responsible for every dollar - good stewards <br /> <br />Attachments <br />None <br /> <br /> <br />Page 246 of 254
