City of <br />Elk - <br />River <br />To <br />City Council <br />Meeting Date <br />March 18, 2024 <br />Item Description <br />Proposed Missing Middle Housing Legislation <br />Request for Action <br />Item Number <br />10.3 <br />Prepared By <br />Zack Carlton, Community Development Director <br />Reviewed by: <br />Cal Portner <br />Tina Allard <br />Action Requested <br />Receive information and discuss proposed legislation regarding zoning and housing regulations. <br />Background/Discussion <br />The current legislative session has seen several bills pertaining to zoning and housing regulations. The bills <br />generally reduce or eliminate a city's ability to regulate development within its community. Examples include a <br />prohibition on material standards, reduced minimum parking requirements, reduced minimum lot sizes, and <br />mandating additional housing types. <br />The additional housing types include a variety of smaller multifamily housing types like duplexes, triplexes, and <br />townhomes, which have commonly been referred to as the "missing middle" housing types. They received this <br />name as there have been fewer of these housing types built over the last few decades, and they are generally <br />more affordable than single-family homes.
