Request for Action <br /> <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Multipurpose Facility Advisory Commission 11.1 <br />Agenda Section Meeting Date Prepared by <br />Old Business April 22, 2024 Tim Dalton, Facility Superintendent <br />Item Description Reviewed by <br />Public Art Joe Stremcha, Assistant City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />Approve by motion the concept and location of art installation as presented. <br /> <br />Background/Discussion <br />At the December 11, 2023, MFAC meeting, the commission reached consensus “to pursue the FT Center as an <br />installation point for public art if the grant is received, prioritizing the lower bathroom entrance wall (depending <br />on the art) and the work being a timeless community-oriented piece”. <br /> <br />The Beautification and Public Art Committee (BPAC) reviewed proposals submitted in response to the Public Art <br />RFP during their February meeting. After scoring the two proposals, the committee recommended the highest <br />scoring proposal to the EDA. The example piece, submitted by local artist Carey Dean, was a parallelogram-style <br />stained-glass mosaic depicting the views of the Mississippi River in Elk River on a framed panel. The piece <br />requires a $20,000 budget with 40% up front at contract signing and 60% due during installation. <br /> <br />The EDA approved $10,000 to be contributed to the project at their meeting on March 18, 2024. The BPAC is <br />navigating the Central Minnesota Arts Board grant process to apply for an additional $8,000. The BPAC will then <br />connect with local businesses to sponsor the remaining $2,000. <br /> <br />Economic Development Specialist Josh Mollan will share the submitted piece, as well as other similar pieces <br />created and installed by the artist to give the MFAC a feel of what the final piece may look like.
