Meeting of the Elk River City Council <br />Held at the Elk River City Hall <br />Monday, February 5, 2024 <br />Members Present: Mayor John Dietz, Councilmembers Cory Grupa, Mike Beyer, Matt Westgaard, and <br />Jennifer Wagner <br />Members Absent: None <br />Staff Present: City Administrator Calvin Portner, Community Development Director Zack Carlton, <br />and Records Specialist Katie Porath <br />I. Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order <br />at 6:28 p.m. by Mayor Dietz. <br />2. Pledge of Allegiance: <br />Pledge of Allegiance was recited. <br />3. Consider Agenda <br />Moved by Councilmember Westgaard and seconded by Councilmember Grupa to approve <br />the agenda. Motion carried 5-0. <br />4. Consent Agenda <br />Moved by Councilmember Beyer and seconded by Councilmember Wagner to approve: <br />4.1 January 16, 2024, Regular Minutes. <br />4.2 Check register as outlined in the staff report. <br />4.3 Adopt Resolution 24-08 appointing election judges for the 2024 elections. <br />4.4 Approve a Temporary On -Sale Liquor License to the City of Elk River for Elk <br />RiverFest scheduled on July 27, 2024, with the condition alcohol must be confined to <br />an area enclosed by a fence with a secured, controlled access. Wristband control is <br />required for patrons 21 and over. <br />4.5 Approve the escrow agreement securing funds for landscape improvements at 10730 <br />175t' Ave NW. <br />Motion carried 5-0. <br />S. Open Forum <br />Eric Lucero, Minnesota State Senator, gave an overview of past and upcoming legislative <br />initiatives. Mayor Dietz thanked him for his role securing money for the Rolling Hills project. Senator <br />Lucero shared his contact information sen.eric.lucero@mnsenate.gov. <br />6.1 Advisory Board Candidate Interviews <br />
