<br /> <br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 11.1 <br />Agenda Section Meeting Date Prepared by <br />Work Session February 5, 2024 Zack Carlton, Community Development Director <br />Item Description Reviewed by <br />Concept Review: Draft New Ordinance to Support Chris Leeseberg, Senior Planner <br />Platting Small Parcels <br />Reviewed by <br />Cal Portner, City Administrator <br /> <br />Action Requested <br />Provide the applicant with informal feedback regarding their request for a new ordinance related to platting small <br />parcels. <br /> <br />Background/Discussion <br />The applicant has requested feedback from the city regarding their request to develop a new ordinance that would <br />allow platting or boundary line adjustments for minor changes which may otherwise require a full plat. <br /> <br />Specifically, the applicant owns an 8.1-acre parcel which has been platted as Lot 1, Block 1, Beaudry Elk River <br />Addition. He would like to complete a boundary line adjustment to add approximately 1,000 SF of an adjacent <br />non-platted (metes and bounds) parcel to his platted parcel. <br /> <br />The current ordinance permits this lot adjustment through the platted exemption process, which requires both <br />properties to be platted. Staff created this process to address situations like the current situation, but the changes <br />generally do not contemplate such a minor adjustment. <br /> <br />The applicant and owner of the adjacent parcel have concerns with the costs associated with platting a 20-acre <br />parcel to split off approximately 1,000 SF. This is a unique situation, and the applicant would like the city to create <br />an ordinance that would allow these small changes without platting both parcels in their entirety.
