<br /> <br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.7 <br />Agenda Section Meeting Date Prepared by <br />Consent Agenda January 2, 2024 Ryan Sandhoefner, Engineer 1 <br />Item Description Reviewed by <br />Transportation Alternatives Solicitation for the Joe Stremcha, Assistant City Administrator <br />Mississippi Trail Connection <br />Reviewed by <br />Cal Portner, City Administrator <br /> <br />Action Requested <br />Support, by motion, an application for grant funds for fiscal year 2028 through the Greater Minnesota <br />Transportation Alternatives (TA) program. <br /> <br />Approve, by motion, a resolution agreeing to operate and maintain the Mississippi Trail Connection facilities <br />constructed with the federal transportation funds for the useful life of the improvement. <br /> <br />Background/Discussion <br />Funding through this grant seeks to create a multi-use bicycle and pedestrian trail connection between River’s <br />Edge Commons Park in downtown Elk River to the boat landing at Babcock Memorial Rest Area. This trail <br />connection is included within our 2018 Trail Master Plan. <br /> <br />The trail would follow Main St. downtown Elk River, cross Parish Ave., and continue along the southwest side of <br />highway 10 until it reaches Babcock Memorial Rest area. It would then extend along the park road until reaching <br />the end of Babcock Memorial Rest Area at the boat launch. The last trail link for the project would be under the <br />HWY 101 bridge with a connection to the adjacent residential development. <br /> <br />Financial Impact <br />The TA funding available through this solicitation is for project construction in fiscal year 2028.
