Item 5.1.

MEMORANDUM

TO: Mayor and City Council

FROM: Bill Maertz, Parks and Recreation Director

DATE: January 17,2006

SUBJECT: Elk River Library Project

Introduction

Presentation by I<'KE Architects on the site selection process for the Library project.

Discussion
The Elk River Library has the greatest circulation increase of any library in the Great River
Regional System. The current library is at capacity, with no additional space for material.
Four options were considered for increasing the size of the library.
1. Remodel and expand the existing library.
2. Build a new library at the existing site and demolish the old one.
3. Build a new library across from City Hall on Orono Parkway.
4. Build a new library behind City Hall, adjacent to Lake Orono.

After interviewing three ftrms, the City contracted with KKE Architects to do a site
feasibility study to evaluate the options. The results of this report clearly indicate that the site
on Orono Parkway, across from City Hall, is the best option. There are multiple factors that
influence this choice; however, the compelling factor is that this site is the only one that
provides enough usable area for the long-range growth of library services.

Financial Impact
KKE will discuss several options for a library building on the Orono Parkway site, and the
various costs involved. Depending on the size, and quality of materials, this project could
range from $3.43 million to $3.83 million. This price is the total project cost and includes
professional fees, site development, landscaping and furnishings.

Action Requested
1. Preliminarily approve the concept of building a new library across from City Hall on
Orono Parkway
2. Direct staff to explore funding options.
