<br /> <br />Item 5.1. <br /> <br />MEMORANDUM <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Bill Maertz, Parks and Recreation Director <br /> <br />DATE: January 17,2006 <br /> <br />SUBJECT: Elk River Library Project <br /> <br />Introduction <br /> <br />Presentation by I<'KE Architects on the site selection process for the Library project. <br /> <br />Discussion <br />The Elk River Library has the greatest circulation increase of any library in the Great River <br />Regional System. The current library is at capacity, with no additional space for material. <br />Four options were considered for increasing the size of the library. <br />1. Remodel and expand the existing library. <br />2. Build a new library at the existing site and demolish the old one. <br />3. Build a new library across from City Hall on Orono Parkway. <br />4. Build a new library behind City Hall, adjacent to Lake Orono. <br /> <br />After interviewing three ftrms, the City contracted with KKE Architects to do a site <br />feasibility study to evaluate the options. The results of this report clearly indicate that the site <br />on Orono Parkway, across from City Hall, is the best option. There are multiple factors that <br />influence this choice; however, the compelling factor is that this site is the only one that <br />provides enough usable area for the long-range growth of library services. <br /> <br />Financial Impact <br />KKE will discuss several options for a library building on the Orono Parkway site, and the <br />various costs involved. Depending on the size, and quality of materials, this project could <br />range from $3.43 million to $3.83 million. This price is the total project cost and includes <br />professional fees, site development, landscaping and furnishings. <br /> <br />Action Requested <br />1. Preliminarily approve the concept of building a new library across from City Hall on <br />Orono Parkway <br />2. Direct staff to explore funding options. <br />
