<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />March 22, 1917 <br /> <br />A special meeting of the Village Council was held on Thursday evening March 22, 1917 at the Office <br />of C.F. Fiman Pres <br /> <br />Present – C.F. Fiman, Pres, E.E. Scott, E.J. Keegan, F.M. Plank Trustees and W.F. Chadbourne, <br />Clerk. <br /> <br />Meeting called to order by Pres at 8:30 P.M. <br /> <br />This meeting was called according to legal notice published 2 weeks in the Star News for the <br />purpose of hearing on the application of Geo H. Blanchett for license to sell intoxicating liquors in <br />rd <br />his hotel from April 3, 1917 to April 3 1918 <br /> <br />Mr. Geo H. Blanchett appearing with sufficient bond according to law and no other persons <br />appearing or having any objections the Council on Motion of E.E. Scott Trustee seconded by E.J. <br />Keegan to grant said application. Said motion was declared duly carried by unanimous vote and clerk <br />instructed to issue said license whenever said Geo H Blanchett produced his 2000.00 <br /> <br />The Official Oath of C.F. Fiman Pres of Council E.E. Scott E.J. Keegan and F.M. Plank Trustees <br />and W.F. Chadbourne Clerk were presented and duly signed. <br /> <br />Mr. L.K. Houlton who was duly elected Treas declined to accept said office. <br /> <br />On motion duly made and declared carried Mr. Roy Wallace was duly appointed Village Treas until <br />next election. <br /> <br />Mr. H.C. Hastings having qualified as Justice of the Peace and it being deemed necessary by the <br />Council to have 2 J.P. on motion F.D. Waterman was duly appointed Justice of the Peace. <br /> <br />On motion duly made seconded and declared carried the Village Clerk was authorized to draw <br />orders each month to pay for Street lighting and Village Marshal without further action of Council <br />on motion the action of Clerk in drawing said orders in the past were declared healed. <br /> <br />On motion duly made seconded and declared carried the Village Marshal was instructed to notify all <br />public places that hereafter all gambling games such as punch boards, dice, card playing and other <br />gambling games would be prohibited and said Marshal was to see that the above order was obeyed. <br /> <br />The following bills were presented and on motion allowed and clerk ordered to draw orders for <br />same. <br /> <br />F.D. Waterman E.R. Power and Light Co repairs for st. lights 6.30 <br />Davis Bros rope for pile driver 30.59 <br />W.F. Chadbourne cost of Village election Mar 13, 17 11.75 <br />Peter Jack blacksmith work Ice break 38.35 <br />C.E. Falk Co goods for pile driver 4.98 <br /> <br />
