Request for Action

To Item Number
Multipurpose Facility Advisory Commission 7.4
Agenda Section Meeting Date Prepared by
New Business December 11, 2023 Tim Dalton, FT Center Superintendent
Item Description Reviewed by
Fieldhouse Hard Court
Reviewed by

Action Requested
None

Background/Discussion
The City Council directed FT Center Staff to look into the feasibility of a multi-sport hard court option in the field
house. The budget set forth for the project was $250,000, to be supplied out of the city’s ARPA funding.

After initial inquiries with hardcourt contractors, it was determined that our project would likely be limited to 50%
or less of the current field house floor space due to the available budget. Additionally, it was recommended by the
contractors we would best served to place a concrete base under the hard court option. While this significantly
added to the cost of the project, a court laid directly on the class five gravel surface would likely not provide a
quality playable surface for the uses intended.

After updating the City Council on our initial findings, we received direction to focus on a hard-court option that
would have a surface similar to the rubber pad and pour style surface utilized in the Elk River High School Field
house, located next to the FT Center. Additionally, the Council directed staff to get figures including all project
costs. (Concrete, Flooring, Goals, nets, posts, court lining, etc.)

With that direction, staff went back to two flooring contractors that could provide a pad and pour type surface
and requested they provide estimate for the following:

 A concrete pad suitable as a foundation for a rubber multi use flooring surface.
 Rubber multi-use flooring surface suitable for sports, public gatherings, banquets, and a variety of other
uses.
 Court Lines suitable for: basketball, volleyball and pickleball.
 Goals, nets, backboard, etc., for: basketball, volleyball and pickleball.
 Location and sizing for the north–half of the field house – with options to reduce size of pad and flooring
to meet budgetary guidelines.
 Depending on spacing/run out between sport courts it is estimated we could fit 1-3 basketball/volleyball
courts and 4-6 pickleball courts on the north - half of the field house.
The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional

service, and community engagement that encourages and inspires prosperity.
Updated: August 2020
