The rezoning is consistent with the City of Elk River Land Use <br />Plan adopted as part of the City of Elk River Comprehensive <br />Plan. <br />Background/Discussion <br />The property is zoned Planned Unit Development (PUD), and the <br />property owner is seeking to rezone the subject property to I-3 General <br />Industrial to facilitate a Conditional Use Permit (CU 23-23) to allow for <br />a tenant to operate a salvage yard. <br />The subject property is 2.12 acres in size and located east of Jarvis <br />Street south of the railroad tracks. It is surrounded by I-3 zoned <br />properties and two others zoned PUD. The proposed zone change is <br />consistent with the industrial nature of the area. <br />The attached document shows the uses that would no longer be <br />allowed, as well as additional uses that would be allowed, with the zone <br />change. <br />Figure I <br />a; <br />CR 33 <br />Comprehensive Plan <br />The Comprehensive Plan guides the property as industrial which includes both heavy and light industrial <br />businesses such as manufacturing, warehousing, and excavation.
