VILLAGE OF ELK RIVER MEETING CITY COUNCIL <br />JULYll,1922 Regular meeting of Village Council held on the above date. Present- M.K. Iliff, Pres,J.E. Hamlet, C.A. Morse, Geo Cornelius, Trustees, W.F. Chadbourne, Clerk Meeting called to order by the President at 8 o'clock p.m. Messrs Fred Ayers, Lee Bishop, and Abner L'Herault representing the Fire Dep'mt L.G. Nelson the E.R. Power and Light Co, Gaye Shannon the E.R. Building Co. The Com. From the Fire Dep'mt asked the consent of the council to organize a branch insurance Co for its members in case of injury or accident at a fire, other villages in the state doing the same on motion of C.A. Morse sec'd by J.E. Hamlet and declared carried the unanimous consent was given by the council. L.G. Nelson of E.R. Power and Light Co presented a plat showing the location and voltage of all the street lights in the Village. He also asked that monthly price for power at the pump house be raised from 17.50 to 22.50 after considerable discussion the following motion was made by C.A. Morse seconded by J.E. Hamlet and declared carried. That if Mr. L.G. Nelson furnished the council with a letter signed by the President of the Power and Light Co stating that no change in this price would be asked for during the next 12 months beginning July 1, 1922. Mr. Nelson agreeing to this. The clerk was authorized to draw an order the 1st of each month as follows for Street lights 137.00 for power at the pump house 22.50 for the siren 1.00 making a total of 160.50. In regard to water rent at the Babcock Building using only one meter for several tenants in seems the Building Co havenever before been notified as to water rent. Mr. Shannon for the Building Co stated that he was willing to pay the minimum assessment for each tenant during the past and accept this method for the future. The Council were unanimous in regard to accepting this proposition it seeming to be only fair way to do it and to protect home owners who have to pay a frontage tax of 1.00 per foot for main and also the min. and surplus. The Clerk was instructed to notify all users of the city water who have no meters to pay the minimum until meters are supplied. Mrs. G.E. Parsons presented a report of the Village Library proceedings for the past year. Read accepted and placed on file. ointed the following to serve as directors to fill vacancies. Mrs. L.K. Houlton, Mrs. McNeil and Mrs. Peter Jacob. Clerk instructed to notify them. On motion duly made seconded and declared carried the following bills were allowed.
