<br /> <br />Item 3.13.* <br /> <br />MEMORANDUM <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Rebecca Haug, Environmental Administrator <br /> <br />DATE: January 9,2006 <br /> <br />SUBJECT: Recycling Rebate Information <br /> <br />Since 2003, the City of Elk River has issued Recycling Rebates to its residents to encourage <br />recycling. In 2003, the rebate was in the amount of $15 and the city had 120 residents <br />participate. In 2004, the rebate was still at $15 but the number of participants increased to <br />232. In 2005 the amount was increased to $25 and participation more than doubled to 494 <br />residents. <br /> <br />Since the City has organized collection, it receives recycling numbers from the haulers. With <br />the recycling rebate, the amount of materials recycled has increased over the past three years. <br />I have attached a spreadsheet breaking down the numbers and totaling them for each year. <br />The months of November and December for 2005 have not been submitted but looking at <br />the numbers through October, they will be higher. <br /> <br />There was discussion that Sherburne County may start offering a Recycling Rebate since <br />they passed an ordinance mandating curbside recycling. However, the Sherburne County <br />Waste Management Advisory Committee, who recommends to the County Board how the <br />SCORE money from the County is spent, would rather see the money used on a different <br />type of recycling effort. <br /> <br />Recommendation <br />Staff is recommending that City continue offering the Recycling Rebate at the amount of <br />$25.
