VILLAGE OF ELK RIVER MEETING CITY COUNCIL <br />APRIL I 0, 1922 An emergency meeting of the Village Council was held at the Bank of Elk River on the above date the occasion being to consider the putting in or rather repairing the Old Sewer temporarily on until such time as the Village can afford to put in a regular system. Present- M.K. Iliff, President,J.E. Hamlet, C.A. Morse, Geo Cornelius, Trustees. W.F. Chadbourne, Clerk. Meeting called to order by the Pres at 9 o'clock a.m. After some discussion the following Resolution was presented Whereas: The present sewer having become choked up again and the back water is flooding the basements and preventing the sewage from passing off and also the expense of excavating through the sidewalk in front of the Caley Hardware to get to the said sewer it is deemed cheaper and better to change the course of said sewer: Therefore be it resolved that the Village Council immediately proceed to make the following change. Commencing at the S.W. car. Of Park near the present hydrant and running diagonally across Main Street to the Alley between Blocks 4 and 5 thence to the Miss. River a distance of approximately 300 ft. The sewer to be 15 in, glazed tiling the same as already used. And provided with suitable wells and catch basins and connection with street sewers already in place. On motion of C.A. Morse, Trustee and seconded by Geo Cornelius Trustee the roll was called on the above resolution. M.K. Iliff aye, John Hamlet aye, C.A. Morse aye, Geo Cornelius aye, W.F. Chadbourne aye. The motion was declared carried by the Pres. and resolution adopted. On motion duly made seconded and declared carried Mr. Fred Pepin was appointed to have charge of the labor of putting in this sewer and instructed to pay the following wages for himself $3.50 per day for common labor, $2.50 per day of 10 hours. The Pres. appointed John Hamlet Trustee to look after the construction of the sewer. On motion the Pres appointed the Village Clerk to purchase the necessary tiling for this job in regard to the manner of financing this job if there is not sufficient money in the Treas. For this purpose Mr. Gaye Shannon was called before the council and asked in regard to taking care of these orders as issued. Mr. Shannon stated that the Bank would take care of orders up to $800.00 this proving satisfactory the council will proceed with the work immediately. In regard to place of meeting of Village Council it was decided that the office of John Hamlet was rather small for the purpose and that they could secure the public library room for their use it was decided to make the change.
