<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />August 14, 1914 <br /> <br /> <br />A special meeting of Village Council was held at the Office of Charles F Firman Pres Wednesday <br />evening Aug 12, 1914. <br /> <br />Present: Charles F. Firman, Pres, F.M. Plank, E.E. Scott, Trustee and W.F. Chadbourne Clerk. <br />Andrew Davis, C.M. Babcock, F.D. Waterman and representatives of Tri-State Tel Co present. <br /> <br />The following note was handed iun W.H. Houlton will donate to the Village irregular piece of land <br />between Depot and Main Streets west of for Park purposes only. <br /> <br /> <br /> <br />On motion made and carried Mr. Houlton’s gift was accepted unanimously. <br /> <br />Mr. F.D. Waterman here stated that he would give land to furnish electric by his for Village agree <br />after franchise asked for feet stated also that he would not agree to furnish same before Sept 1, 1915. <br /> <br /> <br /> <br />After considerable discussion no action was taken until after survey engineer and state highway in <br />regard to building concrete bridge on top of dam. Council appointed W.F. Chadbourne and F.D. <br />Waterman to confer with them. <br /> <br />The representative of Tri-State Tel Company presented an amended franchise for consideration of <br />Council. <br /> <br />A petition protecting against granting Franchise signed by 34 business. <br /> <br /> <br />
