Memorandum <br /> <br />To: Parks and Recreation Commission <br /> <br />From: Michael Hecker, Parks and Recreation Manager <br /> <br />Date: July 12, 2023 <br /> <br />Subject: Parks and Recreation Manager’s Report <br /> <br />This report is a monthly highlight of department activities related to recent collaborations, strategic planning, <br />staff changes/developments, and park operations. <br /> <br />Grass Trail Between York Ave. and Zumbro Street <br />On May 10th, the Parks and Recreation Commission discussed a Boy Scout Eagle Scout project for a grass <br />walking trail between York Avenue and Zumbro Street. Following the Commission meeting a letter (attached) <br />was sent out to 25-residents in the vicinity of the trail. Soon after the letter was received, two of the neighbors <br />contacted me with concerns that the new trail will cause additional people to trespass on their private property. <br />It is possible that some of the neighbors opposed to this trail will attend the Commission meeting on July 12. <br />The trail’s main purpose is to connect neighborhoods along Zumbro Street and York Avenue to create a safe <br />access, so people do not need to walk on County Rod. 44 or Highway 10. The city right-of way for this trail is <br />approximately 60’ x 700 ‘. This Eagle Scout project will clear a trail approximately 14’ x 700 ‘ with a clearance of <br />10’ feet high. The trees encroaching the ROW will be identified and removed. A survey of the ROW is currently <br />being completed. <br /> <br /> <br /> <br /> <br />Item: 8
