Meeting of the Elk River City Council <br />Held at the Elk River City Hall <br />Monday, June 5, 2023 <br />Members Present: Mayor John Dietz, Councilmembers Cory Grupa, Mike Beyer, Matt Westgaard, and Jennifer <br />Wagner <br />Members Absent: None <br />Staff Present: City Administrator Calvin Portner, City Clerk Tina Allard, Finance Manager Lori Stich, <br />Business Services Director/Assistant City Administrator Joe Stremcha, Recreation Manager <br />Michael Hecker, Community Development Director Zack Carlton, Economic Development <br />Specialist Josh Mollan, Public Works Director/Chief Engineer Justin Femrite, Human <br />Resources Manager Lauren Wipper, Engineering Project Manager Brandon Wisner, and <br />Records Specialist Katie Porath <br />1. Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 6:33 <br />p.m. by Mayor Dietz. <br />2. Pledge of Allegiance: <br />Pledge of Allegiance was recited. <br />3. Consider Agenda <br />Mayor Dietz added Item 4.12 to the consent agenda. <br />Moved by Councilmember Westgaard and seconded by Councilmember Wagner to approve the <br />agenda, as amended. Motion carried 5-0. <br />4. Consent Agenda <br />Mayor Dietz asked about Item 4.5 and the desire to clear trees. A representative of Waste Management was <br />in attendance and explained that the proposed area was the only area on their property that would work for <br />their renewable natural gas plant. The plant would replace the current structure. <br />Moved by Councilmember Beyer and seconded by Councilmember Grupa to approve: <br />4.1 May 15, 2023, Regular minutes. <br />May 22, 2023, Special minutes. <br />4.2 Check register as outlined in the staff report. <br />4.3 Authorize the execution of Agreement 23-13 between the City of Elk River Police <br />Department and LEAST Services/Counseling, LLC. <br />4.4 Approve acceptance of Grant of Permanent Easement Agreement at 504 Main St and <br />approve Grant of Permanent and Temporary Easement Agreement 23-14 and payment of <br />$4,741.28 at 525 Railroad Dr. <br />4.5 Approve a variance to clear oak trees at the proposed building site prior to July 15, 2023. <br />4.6 Resolution 23-16 designating American Rescue Plan Act (ARPA) funds. <br />
