<br />. <br /> <br />. <br /> <br />. <br /> <br />SPECIAL MEETING OF THE ELK RIVER <br />PARK AND RECREATION COMMISSION <br />HELD AT THE ELK RIVER CITY HALL <br />WEDNESDAY, JULY 23, 1997 <br /> <br />Members Present: <br /> <br />Chair Dana Anderson; Commissioners Huberty, Kuester, Dave <br />Anderson, and Madsen <br /> <br />Members Absent: <br /> <br />Commissioners Olson, Rolfe Anderson and Westrum <br /> <br />staff Present: <br /> <br />Phil Hals, Street/Park Superintendent, Debbie Kleckner, Recording <br />Secretary <br /> <br />Also Present: <br /> <br />Council member Thompson <br /> <br /> <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River Park and <br />Recreation Commission was called to order at 7: 1 0 p.m. by Chair Anderson. <br /> <br />.2" \..".,"'ii'iDlscuss'j58tk"G;"R'ec(eotlOntis8H2FRefereRdum'i.iir::..'....... <br /> <br /> <br />Phil Hals, Streets/Parks Superintendent. distributed the outdoor park and <br />recreation improvements referendum proposal which has been updated by the <br />Referendum Subcommittee. Phil explained the Subcommittee was informed the <br />bond issue would be based on property market values, rather than on taxable <br />capacity. This will decrease the maximum amount proposed to be generated by <br />the referendum. <br /> <br />Phil indicated the swimming pool will be left out of park bond referendum, due to <br />the high cost and the need to study pool issue further. Staff and the <br />Commissioners felt more research is needed to determine what type of pool <br />facility would best meet the needs of the community (Le., a wet playground, Zero <br />depth, lap pool). Phil reviewed cuts made in the original improvements proposal <br />to arrive at the updated $2 million proposed park referendum. <br /> <br />COMMISSIONER HUBERTY MOVED TO ACCEPT THE PARK & RECREATION BOND <br />REFERENDUM SUBCOMMITTEE'S RECOMMENDATION FOR A $2 MILLION OUTDOOR <br />PARKS AND RECREATION IMPROVEMENTS BOND REFERENDUM. COMMISSIONER <br />DAVE ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />An organizational meeting will be held on August 5, 1997 at 7:00 p.m. in the <br />Training Room. <br /> <br />COMMISSIONER KUESTER MOVED APPROVAL OF THE BOND QUESTION AS PROPOSED <br />BY THE CITY'S BOND CONSULTANT. COMMISSIONER MADSEN SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br />
