<br />. <br /> <br />. <br /> <br />. <br /> <br />SPECIAL MEETING OF THE ELK RIVER PARK AND RECREATION <br />COMMISSION <br />HELD AT THE ELK RIVER CITY HALL <br />WEDNESDAY, SEPTEMBER 21, 1994 <br /> <br />Members Present: <br /> <br />Chair Dave Anderson; Commissioner Rolfe Anderson <br /> <br />Members Absent: <br /> <br />Commissioners Dana Anderson, Lipetzky, Daleiden, O'Brien, Olson, <br />and St. Dennis <br /> <br />Staff Present: <br /> <br />Phil Hals, Street/Park Superintendent; Steve Rohlf, Building and <br />Zoning Coordinator; Jeff Asfahl, 728 Area Recreation Coordinator <br /> <br />Others Present: <br /> <br />Ron Ollestad & Craig Spencer, Elk River Youth Baseball; Don Crook, <br />Elk River Youth Hockey; Tom Wingard, Three Rivers Soccer <br />Association; Jerry Pal kovich, Tim Frantz, & Duane Morical, Elk River <br />Girls Fast Pitch Association; and Gary Casperson, Elk River Traveling <br />Baseball <br /> <br />1. Call Meetina To Order <br /> <br />Due to the lack of a quorum, it was the consensus of those present to proceed <br />with an informational meeting. <br /> <br />2. <br /> <br />Discussion <br /> <br />Chair Dave Anderson introduced Steve Rohlf and asked Steve to explain the <br />process that he used to estimate the future needs for athletic fields when the City <br />population reaches 40,000. <br /> <br />Steve distributed a graph that showed each sport's present needs for our existing <br />population and the projected needs. Steve also explained how he had credited <br />each community with fields that were constructed by School District 728. Steve <br />also said that each municipality within the 728 Area-wide Recreation Program <br />needs to address their own needs now and for the future and provide fields, staff <br />time, money, or a combination of these to the Area-wide Recreation Program. <br /> <br />Steve stated that, in City staff opinion, the purchase of land for field development <br />is the first priority and that property should be purchased in the next five years. <br /> <br />Chair Dave Anderson opened the discussion by explaining that the system works <br />by organizations volunteering time and money to aid the City support for <br />programs. Groups should consider fund-raisers to aid the City's limited resources. <br /> <br />Members of the youth athletic associations voiced their concern for more fields <br />for immediate usage. Steve Rohlf explained that while most of the School District <br />fields are within the City limits, other municipalities have a responsibility to supply <br />fields for their residents and the City of Elk River cannot supply fields for the entire <br />Area~wide Recreation Program. <br />
