<br />. <br /> <br />. <br /> <br />. <br /> <br />MEETING OF THE ELK RIVER PARK & RECREATION <br />COMMISSION <br />HELD AT THE ELK RIVER CITY HALL <br />WEDNESDAY, AUGUST 3, 1994 <br /> <br />Members Present: <br /> <br />Chair Dave Anderson, Commissioners Olson, Dana Anderson (8:00 <br />p.m.), Rolfe Anderson (8:15 p.m.) <br /> <br />Members Absent: <br /> <br />Commissioners O'Brien, Lipetzky, Daleiden, St. Dennis <br /> <br />Staff Present: Phil Hals, Street/Park Superintendent; Steve Rohlf, Building and Zoning <br />Administrator <br /> <br />Members Dave Anderson and Clair Olson met Phil Hals at 193rd and Baldwin in Hillside <br />Estates at 7:00 p.m. The group looked at the problems involving the construction of a <br />bike trail from Highway 169 to Baldwin Street along 193rd with the available right of way <br />width of 11 feet and the already established lawns and driveways. <br /> <br />The group returned to City Hall and discussed the confining issues regarding this <br />installation. Dana and Rolfe Anderson arrived at this time. <br /> <br />Since there was not a quorum present, it was the consensus of those present to <br />recommend that the City Council authorize a hard surfaced trail on the north side of <br />193rd from Highway 169 to Baldwin Street with their preference being an 8 foot wide <br />bituminous surface with the minimum acceptable walkway being a 6 foot wide concrete <br />surface. <br /> <br />Steve Rohlf led a discussion on park property needs when the City reaches full <br />development. Steve explained the rationale used to identify the number of fields of <br />each particular type needed to accommodate a population of 40,000 people. The Park <br />and Recreation Commissioners added their input on existing fields, School District fields, <br />and fields provided or not provided for residents of neighboring municipalities. Steve will <br />return to the Park and Recreation Commission at a later date when he has had time to <br />tabulate all of the data into a recommendation on how much park property should be <br />purchased now for future development for the City Council. <br /> <br />It was the consensus of those present to adjourn the meeting at 9:30 p.m. <br /> <br />Respectfully submitted, <br /> <br />o JJ;- <br /> <br />~ <br /> <br />Phil Hals <br />Street/Park Superintendent <br />
