Elk River <br />Municipal Utilities UTILITIES COMMISSION MEETING <br />TO: <br />FROM: <br />ERMU Commission <br />Mike Tietz —Technical Services Superintendent <br />MEETING DATE: <br />AGENDA ITEM NUMBER: <br />May 9, 2023 <br />1.5 <br />SUBJECT: <br />American Public Power Association Certificate of Excellence in Reliability <br />ACTION REQUESTED: <br />Receive the APPA Certificate of Excellence in Reliability <br />BACKGROUND/DISCUSSION: <br />The American Public Power Association (APPA) recently honored 221 public power utilities with <br />a "Certificate of Excellence in Reliability" for reliable service. These utilities have significantly <br />outperformed the electric industry nationwide averages as gathered by the Energy Information <br />Administration. APPA collected data from 524 public power utilities that track their reliability <br />data via the eReliability Tracker. Of those utilities, 285 were considered to have sound data that <br />was included in the 2022 Annual Benchmarking Report. <br />The tracker performs calculations for System Average Interruption Duration Index (SAIDI) which <br />measures the average outage time per customer on the system, System Average Interruption <br />Frequency Index (SAIFI) which measures how often a customer on our system could expect to <br />experience an outage, and Customer Average Interruption Duration Index (CAIDI) which <br />measures averaged outage duration of all customers that actually experienced an outage. <br />The report also includes calculations for Momentary Average Interruption Frequency Index <br />(MAIFI) and Average Service Availability Index (ASAI) which helps utilities to compare, collect, <br />categorize, and analyze their outage information. <br />For 2022, ERMU's SAIDI was only 13.29 minutes (excluding major events), compared to the <br />industry average of 140 minutes (excluding major events). In simple terms, that means that <br />averaged out over our 13,228 electric customers in 2022, each customer could expect to have a <br />total outage time of about 13 minutes; that is 127 minutes shorter than the national average <br />for outages. <br />I would like to recognize all Elk River Municipal Utilities employees for their continued <br />commitment to provide reliable electric service throughout 2022 to our customers.
