Request for Action

To Item Number
Mayor and City Council 11.1
Agenda Section Meeting Date Prepared by
Work Session June 5, 2023 Justin Femrite P.E., Public Works Director
Item Description Reviewed by
Lion John Weicht Park Restroom Tempering Cal Portner, City Administrator
Reviewed by

Action Requested
Discuss and provide direction

Background/Discussion
After two seasons of operating the softball fields and restroom building at Lion John Weicht Park, users have
generally provided positive input on the amenities of the facility. One concern brought forward surrounds the
early season use of the fields before weather conditions allow for us to turn the water on to the restroom building.

While field conditions in normal years allow for play by early to mid-April, the water cannot be turned on to the
building until the target date of May 1 due to the possibility of freezing temperatures. To allow for the water to be
turned on at a time the fields are open for use would require tempering improvements to be installed in the
building.

An estimate to make the necessary tempering improvements (mounted and hard-wired electric heaters and some
ceiling insulation) is around $23,000 if completed this year. Electric costs to keep the space tempered for a few
weeks is likely about a wash with the costs of providing the portable toilets that we currently contract for.

Staff is looking to determine if there is interest by the Council to consider funding toward this amenity upgrade.

Financial Impact
None

Mission/Policy/Goal
Meet changing needs - Agile

Attachments
None

The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional

service, and community engagement that encourages and inspires prosperity.
Updated: January 2023
