Request for Action <br />To <br />Item Number <br />Mayor and City Council <br />8.2 <br />Agenda Section <br />Meeting Date <br />Prepared by <br />General Business <br />May 15, 2023 <br />Michael Hecker, Parks and Recreation Manager <br />Item Description <br />Reviewed by <br />Playground for Lion John Weicht Park <br />Joe Stremcha, Assistant City Administrator <br />Reviewed by <br />Cal Portner, City Administrator <br />Action Requested <br />Approve, by motion, the purchase and installation of a replacement destination playground at Lion John Weicht <br />Park. <br />Background/Discussion <br />The Parks and Recreation Commission unanimously approved a destination playground for Lion John Weicht <br />Park at the May 10 meeting. The original budget of $200,000 is insufficient for a signature park playground. The <br />Commissioners reviewed three playground concepts at a price point greater than $250,000. <br />The recommended choice included unique playground features that do not exist within any other playground in <br />Elk River. Elk River would be the first Minnesota city to install two of the major features in the proposed <br />playground. The design concept is `play in motion' where each piece of equipment leads into the next <br />item of play. With an emphasis on ADA accessibility and equitable play. <br />Park Improvement funds would cover the replacement cost for the existing playground. Park Dedication funds <br />would fund the playground expansion. Park Dedication Funds, by state statute, may only be used to fund new <br />amenities, not replace existing amenities. <br />Delivery is more than six months so the installation time will be in spring of 2024. The vendor will hold the <br />equipment for next spring if it is purchased now.
