Meeting of the Elk River City Council <br />as the Board of Appeal and Equalization <br />Held at the Elk River City Hall <br />Monday, April 17, 2023 <br />Members Present: Mayor John Dietz, Councilmembers Cory Grupa, Mike Beyer, Matt Westgaard, and Jennifer <br />Wagner <br />Members Absent: None <br />Staff Present: Records Specialist Katie Porath <br />Also Present: County Assessor Michelle Moen and Residential Appraiser Bill Holker <br />1. Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 5:57 <br />p.m. by Mayor Dietz. <br />2. Reconvene Board of Appeal and Equalization Meeting <br />Ms. Moen asked Council to make a motion regarding the property owners who did not speak at the April <br />10, 2023, Board of Appeal and Equalization meeting so that they could continue their appeal at the county <br />level. <br />Moved by Councilmember Westgaard and seconded by Councilmember Beyer to vote no change to <br />the following parcels: 75-413-0110, 75-491-0120, 75-717-0105, 75-664-0215, 75-538-0406, 75-664-0225, <br />75-664-0115, 75-662-0315, and 75-500-0265. Motion carried 7-0. <br />Ryan and Tera Kostreba <br />PID: 75-809-0105 (21404 Jarvis Street) <br />Mr. Kostreba asked the council to lower his building value based on research he had done on comparable <br />houses. <br />Mr. Holker stated he had reviewed the property and made some adjustments to the crawl space and garage. <br />It is difficult to find comparable sales because of the square footage of this split -entry home. <br />Council recommended a total estimated value of $506,100. <br />Moved by Councilmember Beyer and seconded by Councilmember Westgaard to lower the total <br />estimated value to $506,100 on parcel 75-809-0105. Motion carried 7-0. <br />3. Motion to Adjourn <br />Moved by Councilmember Westgaard and seconded by Councilmember Grupa to adjourn the <br />meeting of City Council as the Board of Appeal and Equalization. Motion carried 7-0. <br />
