Updated: January 2023 <br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To <br />Parks and Recreation Commission <br />Item Number <br />7.2 <br />Agenda Section <br />General Business <br />Meeting Date <br />February 8, 2023 <br />Prepared by <br />Michael Hecker, Parks and Recreation Manager <br />Item Description <br />Mississippi Oaks Trail <br />Reviewed by <br />Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />Recommend, by motion, adding the segment of the Mississippi Oaks Trail, parallel along Mississippi Road to <br />Joplin Street as a proposed trail in the city’s Trails Master Plan. <br /> <br />Background/Discussion <br />On March 9, 2022, the Commission reviewed the Mississippi Oaks Trail and recommended accepting ownership <br />of a segment of the trail that the city did not legally own but maintained as directed by City Council in 1993. <br />Tracy Kincanon, presented during the Commission discussion stating that her parents own the trail. Her parents, <br />Jean and Richard Kincanon platted the parcel in 1993 and the city never recorded the title. Richard Kincanon <br />was contacted, and staff was able to negotiate transferring ownership of the entire trail to the city. <br /> <br />With the addition of the Kincanon property, adding the dotted segment parallel to Mississippi Road, the entire <br />Mississippi Oaks Trail would finally be connected. The entire length of trail is in poor shape and is the lowest <br />rated trail in our system.
