<br /> <br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 10.3 <br />Agenda Section Meeting Date Prepared by <br />Work Session April 17, 2023 Brandon Wisner, Engineering Project Manager <br />Item Description Reviewed by <br />Rolling Hills Sewer Extension Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />Provide staff direction. <br /> <br />Background/Discussion <br />In January of this year, the Rolling Hills Homeowners Association (RH-HOA) and the city executed a Petition and <br />Waiver (P&W) for the design and bidding to decommission their existing Subsurface Sewer Treatment System <br />(SSTS) and construct/connect to a new city sewer line. <br /> <br />The P&W included $156,000 in consulting costs which will be rolled into the final assessment for the project. Final <br />design is nearly complete, and the next step is to publicly bid the project. <br /> <br />The RH-HOA SSTS is failing and without an approved construction contract, members will, by law, be <br />disconnected from their failing drain field. <br /> <br />RH-HOA members have been asking about the interest rates and terms of the future assessment. They also have <br />some hesitancy regarding the proposal and would like to be able to consider the final design and bid information. <br /> <br />The State Senate ($1.1M) and House ($2M) have included capital project funds for RH-HOA in their respective <br />bonding bills. However, to date, there have not been enough votes to support a bonding bill.
