If the Board is not sure ho`v to vote, the decision should be "no change." The propertyT o�vner is <br />then able to appeal to the County Board or the Tax Court. All decisions should be adopted byT a formal vote. <br />Options for decisions include: <br />■ No change <br />■ Reduce the value of a propeYtyr <br />■ Raise the value of a pYopeYt�r <br />■ Add improvements to the assessment list <br />■ Add pYopeYties to the assessments list <br />■ Change the classification of property <br />■ Have the assessor inspect the propert�T and report to the board at a reconvene meeting <br />If the BoaYd determines further review of any paYcels by the assessor are needed, a Yeconvene meeting must be set <br />for the assessor to report back for further action. The date and time must be determined before the recess of this <br />meeting and must be within 20 days of this meeting. The last date to schedule a reconvene meeting would be <br />Frida�T, April 28. There is a Council meeting scheduled for MondayT, April 17 at 6:00 p.m. <br />Background/Discussion <br />Board Purpose <br />The BoaYd's purpose is to objectively determine if paYcel values and classifications were pYoperly set for the curYent <br />assessment. It is assumed the assessor has properlyT valued and classified a propertyT and the burden of proof rests <br />`vith the propertyT o`vner. Appeals must be based on facts and the propernT o`vner must present supporting evidence <br />to the Board that the current yTear's valuation or classification is incorrect. All changes made byT the Board must be <br />based on fact. Remember, reductions in value shift the tax burden to others. r11so attached is the Board of Appeal <br />handbook with more detailed information about the process. <br />Reconvene Meeting <br />All issues must be Yesolved before the meeting is adjourned. The Board should not oYder the assessoY to review a <br />parcel and change the valuation/classification and then adjourn. The Board mayT ask the assessor to revie`v the <br />paYcel and report back at a Yeconvene meeting.
