<br /> <br /> <br /> <br /> <br />UTILITIES COMMISSION MEETING <br /> <br />TO: <br />ERMU Commission <br />FROM: <br />Mike Tietz –Technical Services Superintendent <br />MEETING DATE: <br />March 14, 2023 <br />AGENDA ITEM NUMBER: <br />5.2 <br />SUBJECT: <br />Advanced Metering Infrastructure System Master Agreement – Core & Main <br />ACTION REQUESTED: <br />Approve AMI System Master Agreement between Elk River Municipal Utilities and Core & Main, <br />LP, subject to commission attorney approval per Commission Policy G.4i4. <br /> <br />BACKGROUND: <br />With our current Automated Meter Reading (AMR) system coming to its end-of-life cycle, <br />ERMU requested proposals for an Advanced Metering Infrastructure (AMI) system. After a <br />thorough review of proposals, Core & Main, LP, a distributor for Sensus’s FlexNet AMI system <br />was selected. In August of 2022, ERMU sent Core & Main, LP, a letter of intent stating our <br />desire to enter into negotiations to provide an AMI system including hardware and software. <br /> <br />DISCUSSION: <br />Core & Main, LP, the distributor for the new AMI system, and ERMU are in the final stages of <br />negotiating a master services agreement which addresses concerns pertaining to terms and <br />conditions, system performance, testing, commitments, liabilities, and warranties to the <br />satisfaction of both parties. <br /> <br />ERMU staff has reviewed this document in detail with legal counsel and believes it is ready to <br />be presented to the Commission for their review and approval pending final legal review. <br /> <br />FINANCIAL IMPACT: <br />ERMU staff is requesting commission approval to proceed with the signing of this contract <br />subject to commission attorney approval so that we may purchase the hardware, software, and <br />licensing necessary to allow us to proceed with the implementation of the AMI project. This is a <br />multi-year budgeted project that has been estimated to cost around $6 million over the next 2 <br />years. <br /> <br /> <br />ATTACHMENT: <br />• AMI System Master Agreement <br /> <br />191
