The St. Louis Park Sportsman's Club offers a wide variety of <br />shooting ranges in their facility. <br />In the last week, Police Chief Tom Zerwas accompanied the Chairman <br />of the St. Louis Park Sportsman's Club, Mr. Joe Rauscb, on a tour of <br />the facility to determine whether or not the range was being operated <br />safely, and if any changes needed to be made in the facility. Attached <br />please find a letter from Chief Zerwas regarding the findings of his <br />inspection. As his letter indicates, the St. Louie Park Sportsman's <br />Club is well operated and he recommends no changes in their operation <br />to make the facility any safer for the general citizenry of the City <br />of Elk River. <br />Section 404.14 of the City Code specifies that the City Council may <br />issue a special permit for an organized gun club. No fee for such <br />permit is specified and because of the service rendered by the St. <br />Louis Park Sportsman's Club to the Police Department and the general <br />community, it is recommended that no fee be charged in this specific <br />instance. In the event other gun clubs request a permit from the City <br />Council, the council may wish to consider a fee for said permits in <br />the event these organizations do not provide a comparable service to <br />that provided by the St. Louis Park Sportsman's Club. <br />Section 404.14 of the City Code regarding gun club permits also does <br />not specify a specific term for a gun club permit. As such, the City <br />Council is at liberty to establish any term desired for the St. Louis <br />Park Sportsman's Club organized gun club permit. Because there is no <br />fee recommended for the organized gun club permit in this instance, <br />it is recommended that the City Council consider two options for the. <br />duration of said gun club permits 1. Issue the gun club permit on <br />an annual basis with the annual renewal based upon an inspection per- <br />formed by the Chief of Police to determine that the gun club has con- <br />tinued to operate in a manner which does not endanger the public <br />health, safety or welfare. 2. Issue the gun club permit for an <br />indefinite period of time with a specific condition on the permit that <br />50511PA 1hi%v.
