<br />Request for Action <br /> <br /> <br />To Item Number <br />Economic Development Authority 8.4 <br />Agenda Section Meeting Date Prepared by <br />General Business January 17, 2023 Brent O’Neil, Economic Development Director <br />Item Description Reviewed by <br />Review Bylaws Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />Approve, by resolution, the attached changes to the EDA bylaws, and discuss additional <br />recommendations to the bylaws. <br /> <br />Background/Discussion <br />As part of the annual review of bylaws, a few minor changes are presented. Among the changes are adding in a <br />date regarding the budget process to reflect the need to ensure the EDA’s recommended budget is finalized <br />prior to Council consideration in September of each year. Another change addresses language regarding <br />vacancies. Bylaws state a vacancy may be filled by the EDA; however, EDA commissioners are appointed by <br />the City Council and this change aligns the bylaws with this practice. The proposed changes also include some <br />clarification on the composition of the joint finance committee of the HRA and EDA, and the elimination <br />from the bylaws certain committees which have been inactive for some time. <br /> <br />Staff has also been working on additional changes to the committee portion of the bylaws and would like to <br />have additional discussion and feedback ahead of bringing forward those additional changes.
