<br />VILLAGE OF ELK RIVER MEETING CITY COUNCIL <br />SEPTEMBER 5, 1928 <br /> <br />Notice if hereby given that a Special Election will be held in the Village of Elk River Sherburne <br />th <br />County at Odd Fellows Hall on the 5 day of September 1928 from 9 A.M. to 5 P.M. for the <br />purpose of voting on the proposition of issuing to the State of Minnesota bonds of said municipality <br />in the aggregate sum of 7500.00 bearing the interest at the rate of (4) per centum per annum, the <br />proceeds thereof to used for the following purpose, 7500.00 as set forth in the erection of a village <br />hall and to be numbered to mature a resolution now on file at the office of the clerk. <br /> <br /> <br />W.F. Chadbourne, Village Clerk <br /> <br />Pursuant to the Resolution hereinafter mentioned and notice duly given, a Special election was duly <br />th <br />held in the village of Elk River, in the county of Sherburne and State of Minnesota, on the 5 day of <br />September 1928 at which election the proposition of issuing bonds to the State of Minnesota, <br />contained in that certain resolution adopted by the governing body of said village of Elk River on <br />th <br />the 10 day of August 1928 was duly submitted to the qualified electors thereof. The vote was by <br />ballot, and was cast in a special ballot box. The election was legally conducted and after the close <br />thereof the ballots cast were duly counted and canvassed, whereupon it appeared and was duly <br />certified that there had been (166) ballots cast at said election of which (134) were in favor of the <br />said proposition and (32) opposed thereto and such result was thereupon duly declared: <br /> <br />The following Resolution was offered by E.E. Scott who moved its adoption. Whereas a special <br />election was duly held in the Village of Elk River in the County of Sherburne and State of Minnesota <br />th <br />the 5 day of September 1928 at which election the proposition of issuing to the State of Minnesota <br />certain bonds of said munipality was duly submitted to the duly qualified electors thereof, and a <br />majority of the electors voting thereat voted in favor of said proposition. <br /> <br />Now therefore, be it resolved by the governing boy of said Village of Elk River at a duly called <br />th <br />meeting thereof legally held on the 10 day of September 1928 a quorum being present, that the <br />treasure of said Village of Elk River make application to the State Board of Investment of Minnesota <br />for a loan of the amount and character and upon the terms and conditions specified in said <br />resolution that upon the granting of said application, the President and clerk of this governing body <br />be and they are hereby authorized and directed to sign and execute such bonds and the treasure to <br />counter sign the same and deliver them to the State of Minnesota and all other officers are hereby <br />further authorized and directed to make execute and deliver the necessary papers and furnish all <br />necessary information in connection with the issuing of the foregoing bonds and the application to <br />the State to purchase the same, as may be required by the Satte board of Investments. This motion <br />being duly seconded by Geo Cornelius a member of said governing board was put to vote a <br />prevailed 5 years no nays. <br /> <br />The matter of the site for building of village hall was taken up and discussed. It was discovered that <br />the said lot sloping and considerable above grade and that approximately 213 yards of dirt would <br />have to be removed to bring it down to grade. St. Com. Wm Clements estimated it would cost 50 <br />cents a yard to move same on motion made and declared carried W.H. Clements was instructed to <br />cause same to be done. <br /> <br />
