<br />VILLAGE OF ELK RIVER MEETING CITY COUNCIL <br />SEPTEMBER 5, 1927 <br /> <br />th <br />The regular monthly meeting of the Village Council was held on Monday Sept 5 1927 at the Library <br />Room. <br /> <br />Present – Roland K. Wilson, Pres, Geo Cornelius, L.L. Bishop, EE Scott, Trustees, W.F. <br />Chadbourne, Clerk <br /> <br />Meeting called to order by the President at 8 o’clock P.M. <br /> <br />This being the meeting to receive bids for the construction of a Frost Box at the Water Tank. The <br />following bids were presented. <br />J.J. O’Rourke of Foley, Minn 640.00 <br />Minneapolis Street and Machinery Co 850.00 <br />James Robinette Minneapolis, Minn 680.00 labor only <br />B.F. Lane Minneapolis, Minn 950.00 fork lined box <br />B.F. Lane Minneapolis, Minn 150.00 for taping down Riser Pipe and recorking it. After some <br />discussion it was decided to accept the bid of B.F. Lane providing tat the said Lane furnish a surety <br />bond for $1000.00 and also that this plan be approved by the State Board of Inspection. <br /> <br />The following ordinance was presented at the Request of the State Fire Marshall and asked to have <br />adopted by the council. <br /> <br />Ordinance No. 21 <br />Burning paper and Rubbish <br />The Village Council of the Village of Elk River do ordain as follows: <br />Section I No persons shall hereafter burn any paper or rubbish in open receptacles in the streets or <br />alley within the Fire limits of said village. Nor shall any person start any fires of any kind in the open <br />streets or alley in the Fire Limits without first securing a permit from the Fire Marshall of said village <br />as to the kind of stove or receptacle the said paper or rubbish may be burned in. <br />Section II Any person violating any of the provisions of this ordinance shall upon conviction <br />thereof be punished by a fine of not less than one dollar or more than twenty-five dollars and be <br />imprisoned until such fine is paid not exceeding fifteen days. <br />Section III This Ordinance shall take effect and be in force from and after its publication. <br />On motion a roll call was ordered by the President with the following result. <br />LL Bishop Aye <br />Geo Cornelius Aye <br />EE Scott Aye <br />W.F.
